From LA City Councilwoman Rodriguez - Today, I had the privilege of recognizing Andres Rubalcava for his quick and heroic response when his friend and Sylmar Neighborhood Council colleague George Ortega suffered a heart attack. Andres performed CPR for nine critical minutes, saving George's life. His quick thinking and bravery in the face of crisis are a testament to the power of community. Stories like these remind us of the strength we have when we look out for one another—thank you, Andres, for inspiring us all.
