The Community Plan is a document that represents the land use vision and values for a distinct geography. A main function of the Community Plan is to guide decision-making with respect to land uses. This includes guidance for legislative decisions, such as adoption of overlay zones or supplemental development regulations, as well as amendments to the land use or zoning maps. The goals and policies, together with the General Plan Land Use Map, are intended to guide decision-making.
How to Use the Plan
The Sylmar Community Plan is intended for use by all members of the community,
including residents, Neighborhood Councils, business owners, developers, and
public officials. The Plan is organized to allow the user to easily find information
most relevant to their interest, without perusing the entire document. However, it is
important to note that the Plan’s policies, guidelines, and implementation programs
were not created in isolation, but rather, developed collectively to address community
issues in a comprehensive manner.
